The issue of gender-affirming care -- especially regarding young people -- is  yet again a favorite hot-button topic in the political world.  Yet beyond the headlines, there continues to be an evolution in the law which is opening up ever more opportunities for people to get this type of care covered.  Yet many employers' health plans still contain antiquated language that gets in the way, potentially exposing employers to liability while hurting employees and dependents.  What can businesses do to help find solutions?

Phil Duran is the Senior Advocate for Aging and Gender-Care Access at Rainbow Health Minnesota, created in 2018 through the mergers of the Minnesota AIDS Project, Rainbow Health Initiative, and Training to Serve.  Previously, he was legal director at OutFront Minnesota for 18 years.  As an attorney in the Twin Cities for over two decades, he has developed a focus on issues of concern to trans/nonbinary people, particularly in relation to health care delivery and coverage.
